The Rocks Civic
Association, a neighborhood organization that serves an area from
the West Winds Inn to the end of West Gulf Drive including Rabbit
Road, and East and West Rocks, (excluding Sea Oats which has a
separate association), was established on January 26, 1970. The
following month, the Association was incorporated in the State on
February 6, 1970. The organization's founding documents note that it
was established for "charitable and philanthropic purposes".
The incorporating
document states that the "objects and purposes of the corporation
should be to better enhance, beautify and oversee the general
welfare, safety and civic betterment regarding both preserves and
property of that section of Lee County, Florida on Sanibel Island
known as the Sanibel Rocks area."
The original papers of incorporation defined eligible membership as
being "paid landowners in the Rocks area." In April of 1992, the
definition of membership was changed to "all persons who reside in
the Sanibel Rocks area".

The Association’s
first newsletter dated 1993 notes that President George McKinnell
wrote in 1992 “… about the feeling among participants that better
communications was needed and in a desire to facilitate this the
Board has turned to this newsletter format.”
One of the
earliest newsletters, reporting on the early history of the area,
noted, “The Rocks (later to become West Rocks) was platted in 1959.
By 1965, the Sanibel Rocks Property Owners Association was formed.
Someone had to keep the neighborhood tidy, move in the rocks, plant
the boulevard trees, and mow the grass. Every few weeks according to
Colonel Robert Aycock, ‘the men would fall out and do what needed to
be done.’ The next subdivision was East Rocks in 1965. Now there was
a need for organization. The Association was incorporated and became
the Rocks Civic Association in 1970”.
Minutes of an
early meeting of the Association noted that in 1972 the Board was
composed of five members and had a membership of 72. Today the Board
is composed of 15 members and the Association 310 members.

And as a reminder
that the more things change the more they remain the same, at the
time of formation, the Association urged "other neighborhoods to
organize and to support the Sanibel-Captiva Planning Board in their
fight to control density and impose height restrictions" and to
continue the battle to to ensure that "the Rocks area is limited to
single family homes."
We hope you enjoy
the Association's webpage and refer to it often. Please use it as a
means of communicating with your neighbors in the Rocks and look on
it as a modern age community bulletin board. Remember to fill out
the questionnaire and send in your evaluation of service providers
who have worked in or at home so we may build up our resource file
of recommended Sanibel tradespeople.
We look forward to
hearing from you.
